Man in the Sticks

These vertical structures (I think) spew water/mist on hot days. As it was not a very hot day and no one pushed the "on" button, they remained dry and so without purpose. The man in the background seemed to also be suffering a motivational crisis - or maybe he ate his ice cream too fast ...
